I lavori vanno un pò a rilento per il cattivo tempo che ha imperversato durante tutto l’inverno. La neve è andata via da una settimana. Ora che è arrivata la primavera e le giornate si stanno allungando, e fa più caldo si tornerà a lavorare con tutta la voglia di concludere al più presto i lavori. Prima di gennaio era già stato fatto il primo solaio, ora la prima cosa che si farà sarà la copertura del casolare, il tetto, e poi si passerà a realizzare il secondo solaio e tutta la parte interna. Una cosa è certa, quando si incontra Don Giustino e gli si domanda come vanno i lavori traspare una forza e una sicurezza che non lasciano dubbi sulla realizzazione del suo progetto. Per lui non ci sono problemi perché "Quello che desidera la Provvidenza si farà".

Un’altra cosa desidero dire, la vigilia di Pasqua sono andato a fargli gli auguri, c’erano altre persone che stavano li a parlare con lui, Quando ho bussato al "vecchio asilo", che ha ristrutturato e reso abitabile, e dove per il momento soggiorna fino a che si realizzerà il monastero, mi è venuto ad aprire lui e mi ha fatto un’accoglienza di cui sono ancora emozionato. Traspare una tale energia dal suo comportamento che capisco perchè tanta gente anche da lontano lo va a trovare e lo aiuta in questo suo grande progetto.

Parlando con Gabriele Piccone, da sempre molto vicino alla parrocchia ed alla vita parrocchiale nonché politica di Torricella, mi ha detto che dietro interessamento del Vice Presidente del Consiglio Regionale, On. Menna, sono stati stanziati, all’interno della "Finanziaria 2005", 70.000 € per il restauro del tetto della Chiesa. Ora si attende che il progetto di restauro venga approvato dalla Sovrintendenza alle Belle Arti, e così si potrà dare inizio ai lavori di ricostruzione del tetto crollato in dicembre 2004.

Inoltre il 7 di aprile ci sarà la visita del nuovo Arcivescovo di Chieti, Bruno Forti, che all’inizio del suo mandato sta facendo visita a tutte le parrocchie della diocesi. In quel momento si farà vedere all’Arcivescovo le numerose lesioni sulle strutture della Chiesa sperando che in qualche modo la Curia si faccia carico dei lavori di ristrutturazione, magari con i fondi dell’8 per 1000.

Nella finanziaria regionale sono stati stanziati anche altri 10.000 € per la costruzione del "Monumento al donatore di sangue" che sarà inaugurato la prossima estate in occasione del 15° anniversario della costituzione della locale sede Avis (Associazione Volontari Italiani Sangue), fondata da Don Ignazio Cocco nel 1990.

Il monumento sarà costruito vicino alla fontanella che sta alla sinistra dell’edificio comunale di Torricella.

Pasqua quest’anno è capitata la settimana prima delle elezioni amministrative cosicché i giorni festivi hanno alimentato la campagna elettorale per la conquista degli elettori ancora indecisi.

Ogni lista ha una sua agenda di nomi sicuri e di nomi indecisi ed ogni sera quelli preposti alla campagna elettorale ripassano l’agenda e spuntano le loro conquiste o depennano chi di sicuro non è dei loro.

Anche in piazza il dibattito imperversa, anche perché questa volta il vincitore è molto incerto. Sarà lotta sino all’ultimo voto. In ogni modo da quello che appare al di fuori non vi sono quelle lotte fratricide che caratterizzavano le elezioni degli anni precedenti quando si arrivava all’odio fra alcune famiglie appartenenti a colori diversi. La settimana scorsa vi è stato un dibattito fra i tre candidati, al cinema del palazzo scolastico, vi era un moderatore e tutti si sono comportati democraticamente senza alzare i toni.

Da quello che ho potuto sentire nessuno si sente sicuro vincitore. La lista " Democrazia e solidarietà per Torricella" di Zacchigna ha dalla sua che ha governato per cinque anni ed ha in porto alcuni lavori realizzati, altri già appaltati ed altri ancora in cantiere e chiede il voto affinché possa proseguire nella realizzazione del suo programma.

La lista" Pace e progresso" di Piero Ottobrini, che nella passata amministrazione stava all’opposizione, contrappone al sindaco attuale fra l’altro la modestia dei risultati ottenuti fin ora, le modalità di fare gli appalti pubblici e la mancanza di appoggi politici in ambito provinciale e regionale. Essa inoltre appare quella più trasversale, presentando sia all’interno che all’esterno della lista personaggi importanti nella politica paesana recente e passata. Vi sono ex dirigenti della Democrazia Cristiana, ex dirigenti del PDS, qualcuno del MSI, l’appoggio dell’ex sindaco Davide Piccoli e dell’ex vice sindaco Antonio Di Sangro, dimessosi ad ottobre scorso per divergenze con il sindaco Zacchigna.

Poi c’è la terza lista, "Insieme per Torricella" di Antonio Di Renzo, quella dei giovani, molto agguerrita, hanno pure un sito internet http://xoomer.virgilio.it/leapi/index.htm. Nata perché alcuni candidati hanno avuto il diniego ad essere inseriti nella lista di Piero Ottobrini, ora piu vanno avanti nella campagna elettorale e piu sono convinti di racimolare oltre 200 voti. Ed a loro dire se qualche elettore in più si sente stanco della vecchia politica e vuole scommettere su loro, che rappresentano la vera novità, potrebbero addirittura vincere. 

Venerdi ci sarà la chiusura della campagna elettorale e i candidati faranno il loro comizio sui balconi del Corso. Sabato, per legge, non si potrà fare piu campagna elettorale. Domenica e lunedì si andrà a votare. Lunedì pomeriggio ci sarà lo spoglio delle schede per le elezioni regionali. Martedì mattina, il giorno di San Vincenzo, giorno di fiera, ci sarà lo spoglio delle schede delle elezioni comunali e verso le ore 11 si saprà chi sarà il nuovo sindaco per i prossimi cinque anni.

Work is going slowly because there was an onslaught of bad weather this past winter. Snow disappeared a week ago. Now that spring has arrived, the days are getting longer and it is warmer. Therefore, work will start up again, and the desire is to finish things up as quickly as possible. The first floor was already completed before January. The first thing to build now will be the roof of the old farmhouse, then the second floor and then the interior. One thing is certain, and that is when you meet up with Father Giustino and you ask him how the work is going, he exudes a strength and sureness that assure you the project will be completed. To him there are no problems because "what Providence desires will happen".

I want to add another thing. On the day before Easter I went to wish Father Giustino a happy holiday, and there were other people there talking to him. I knocked on the door of the "old nursery school", which he restored and made habitable, and where he lives for the moment until the monastery is completed. He came to the door himself and he welcomed me in a manner that still stirs emotion. He exudes such energy that I can understand why so many people, even from faraway, come to visit and help him out on this large project.

I spoke to Gabriele Piccone, one who has always been very close to the parish and to the parochial as well as political life of Torricella. He told me that with the backing of Vice-President Menna of the Regional Council, 70,000 euros have been earmarked from the budget of 2005 to restore the roof of the church. The Superintendent of Fine Arts still needs to approve the restoration project; then work can begin to reconstruct the roof that collapsed in December of 2004.

Also, on the 7^th of April the new Archbishop of Chieti, Bruno Forti, will visit. In his new role as archbishop he is visiting all the parishes of the diocese. At that time the bishop will be shown the various cracks in the church’s structure. The hope is that that the church establishment will take on the restoration work, perhaps paying for the project with the .8% donation the Catholic Church receives from taxpayers (in Italy taxpayers can allocate a small percentage of their taxes to the Catholic Church or some other faith organization rather than to the government).

In the regional budget 10,000 euros were also earmarked for the construction of a "Monument to Blood Donors". It will be inaugurated next summer on the 15^th anniversary of the establishment of the local headquarters of AVIS, the Italian Association of Blood Volunteers. Father Ignazio Cocco founded the local association in 1990. The monument will be built near the fountain on the left of the municipal building.

Easter fell a week before the administrative elections. The holiday break fed election fervor with attempts to win votes from those that are still undecided. Each slate has a list of those who are sure and those that are unsure, and each evening those who are in charge of the campaign verify supporters and delete those that are confirmed to be in the opposition.

In the village square debate rages, particularly because this time the winner is uncertain. There will be a struggle down to the last vote. From an outside perspective, it seems that there are not the fratricidal battles that characterized elections in previous years where hatred developed between family members who ascribed to differing political factions. Last week there was a debate amongst the 3 candidates at the cinema in the school building.  There was a moderator and everyone acted democratically without raising their tone.
 

From what I heard, no one is sure about winning. On one end there is the "Democracy and Solidarity for Torricella" slate of Mayor Zacchigna, who has governed for the past 5 years. He completed certain projects, has placed others under contract, and has others in progress. He is asking for support to finish the agenda he began.

The "Peace and Progress" slate of Piero Ottobrini was in the opposition during this latest administration. They feel the current mayor made only modest accomplishments during his tenure. They do not like the way he has handled public works contracts, and they say he lacks political support at the provincial and regional levels. This slate seems to have the largest spectrum of support with candidates and backers being important figures in present and past local political affairs. There are former heads of the Christian Democratic Party and the Democratic Party of the Left (PDS) and some from the Italian Social Movement (MSI; party on the right with some historical links to the fascist party). It also receives support from the former mayor, Davide Piccoli, and from the former vice-mayor, Antonio Di Sangro, who was dismissed from his position last October because of disputes with Mayor Zacchigna.

"Together for Torricella" is the third slate headed by Antonio Di Renzo, It is supported by young Torricellans who have even started up a website: http://xoomer.virgilio.it/leapi/index.htm. The Piero Ottobrini group refused to list certain candidates, and so these people broke off to create this third slate. As the campaign moves ahead, they are increasingly convinced they can garner more than 200 votes. From what they say, if voters are fed up with old-style politics and decide to bet on their new approach, they could actually win.

On Friday April 1st the electoral campaign will come to a close and the candidates will meet on the balconies of the main street (Il Corso). From Saturday on campaigning must cease by law. On Sunday and Monday, April 3rd and 4th, voting will take place. On Monday afternoon the ballots for the regional elections will be checked and counted. On Tuesday morning, the Feast Day of San Vincenzo and the day of the open-air market, the ballots
for the communal elections will be checked and counted. Around 11am we will know the name of the mayor for the next five years.
