Brevi news raccolte il 12 novembre a Torricella

1. Ci si prepara per le elezioni

Sembra lontana ma la primavera è quasi arrivata, mancano solo 4 mesi. Per la “Torricella politica” questo è l’argomento principale. Non si sa ancora il giorno, ma sicuro fra aprile e giugno ci sarà qualche tornata elettorale nazionale a cui saranno accorpate le amministrative dei comuni dove non c’è sindaco.

 Si parla, si discute, si raccontano dicerie, si cominciano a fare i conti dei voti, di come si dispongono le varie famiglie dei “grandi elettori”. Davanti ai bar, in particolare davanti a Penna Nera oppure davanti alla tabaccheria di Ficca, si formano continuamente dei capannelli dove l’argomento principale sono le elezioni. Li riconosci subito. Se nel gruppo ci sono certe persone si parla sicuramente di politica e sai pure se sono di destra o di sinistra.

 Ora la novità è che nel Centro Destra (sarà giusto chiamarlo così? Molti sono della Margherita che in Italia sono nel Centro Sinistra) si è  deciso che il sindaco non sarà più una decisione di pochi intimi, dei leaders politici, ma sarà nientemeno una scelta fatta con elezioni “Primarie”. Sì, proprio così, come in America e come ormai si usa anche in Italia. Probabilmente a gennaio i torricellani, sia inteso solo chi vorrà, saranno chiamati a scegliere chi sarà il candidato sindaco per la lista che qualcuno, un po’ più progressista, vorrebbe chiamarla “Civica e liberale” ed a cui stanno strette le solite etichette di destra o di sinistra.

 I promotori di questa lista si stanno riunendo settimanalmente, il venerdì pomeriggio all’Albergo Capè” per approntare insieme il nuovo programma e scegliere la rosa dei candidati. Per il momento si intravedono tre nomi a cui probabilmente se ne aggiungerà un quarto molto conosciuto in paese che per ora appoggia la lista. I tre candidati che per ora dovrebbero essere sicuri sono: Il sindaco uscente, Graziano Zacchigna (An- Forza Italia?), Antonio Di Renzo, capolista della terza lista delle passate elezioni dove raccolse oltre 200 voti e provocò la sconfitta del Centro Sinistra, della Margherita, ed infine Mario Ficca, di Forza Italia. Ad appoggiare questa lista ed a partecipare attivamente alle riunioni ci sono Ficca Nicola ex sindaco democristiano, attualmente dell’UDC, Mario Martinelli ex sindaco PCI di Torricella negli anni 80-90, e Di Marino Nicola della Margherita.

 Anche il Centro Sinistra (sarà giusto chiamarlo così? Alcuni sono dell’UDC che in parlamento sono nel Polo della libertà e qualcuno è stato iscritto ad AN) non è da meno. Anche qui  ci si riunisce, però di domenica, e si sta discutendo sul programma e si sta scegliendo il candidato sindaco. Qui la scelta del sindaco è già abbastanza delineata anche se non si esclude che in qualche modo sarà sottoposto preventivamente ai cittadini. Il candidato sarà da scegliere fra Tiziano Teti dei DS, dirigente dell’Azienda Agricola “La Guardata” che nelle passate elezioni prese il maggior numero di preferenze, Piero Ottobrini dei DS già candidato sindaco nelle passate elezioni e probabilmente anche Di Marino Giuseppe dei DS. Ad appoggiare questa lista ci sono Piccoli Davide, della Margherita, ex sindaco democristiano per due amministrazioni negli anni 90, e D’Ippolito Pietro di Rifondazione Comunista. Ancora nel dubbio rimane l’appoggio fattivo in lista o dall’esterno di Elio Porreca, dell’UDC, ex vice sindaco dimissionario nella passata amministrazione.

 Per ora comunque è tutto ancora in movimento e non si escludono colpi di teatro tipo  la formazione di una terza lista come nelle passate elezioni quando risultò essere l’ago della bilancia. Staremo a vedere.

 

2. Altro riconoscimento per Mario Fantini

 Il 12 novembre, in Liguria, precisamente a Cairo Montenotte in provincia di Savona,  il gruppo Alpini della provincia di Savona ha organizzato un raduno sezionale ed ha ospitato il 31° Premio nazionale “L’Alpino dell’anno 2005”.

 Non ci crederete ma il primo premio è andato ad un nostro paesano, alla nostra guardia comunale Mario Fantini.

 Una delegazione con a capo Marziale D’Ulisse e Gabriele Piccone e con il festeggiato Mario Fantini, sono partiti il 10 di novembre alla volta del paesino ligure dove il 12 novembre a mezzogiorno alla presenza di alte autorità, cori alpini, fanfare militari, sono saliti sul palco con la bandiera della sezione Alpini di Torricella per ricevere l’alto riconoscimento.

 Ma cosa ha fatto di tanto grande il nostro caro Mario?

 Già ad aprile, a Riva del Garda, il SULPM, il sindacato dei Vigili Urbani, gli aveva conferito un alto riconoscimento con la seguente motivazione: “E’ stato un uomo che andando oltre i suoi doveri istituzionali ha rischiato la propria vita ed ha dato un esempio di umanità e solidarietà”. Poi ad ottobre il Prefetto di Chieti gli ha conferito la Medaglia di bronzo al Valore Civile.

 Ecco i fatti:

Mario Fantini il 24 giugno 2005 si è trovato di fronte ad un grosso incendio di una casa in campagna. Ha intravisto che dentro c’era ancora una signora anziana e incurante del pericolo è entrato fra le fiamme, ha preso in braccio l’anziana donna tutta ricoperta di fuoco, e l’ha portato in salvo. Purtroppo questo atto eroico, che si vedono solo nei film, non è servito a niente perché ormai le ustioni erano troppo diffuse e gravi. Infatti  poco dopo la donna,  ricoverata in ospedale, si è spenta.

3. Sul quotidiano “IL Tempo”  del 9 novembre 2006, nelle pagine regionali dell’Abruzzo è stato pubblicato il seguente articolo a firma di Antonello Masciantonio

 TORRICELLA PELIGNA - Il Commissario Prefettizio Addante ha approvato il programma triennale delle OO.PP. per gli anni 2007, 2008 e 2009, predisposto dal responsabile dell'Ufficio Tecnico geom. Angelucci. Per il 2007 vengono previsti: costruzione edificio pluriuso in Largo del Mercato, finanziato per 427.221 euro mediante apporto di capitale privato; riqualificazione ambientale della Pineta comunale (155 mila euro); recupero del centro Storico (180 mila euro); realizzazione della mediateca "John Fante" (155 mila euro); consolidamento e risanamento idrogeologico (168.708 euro); impianto fotovoltaico (155 mila euro).

Per il 2008: realizzazione centro polifunzionale di informazione ed accoglienza visitatori (438.471 euro); sistemazione marciapiedi S.P. Peligna Torricella-Palena (495.798 euro); sistemazione strada comunale di collegamento con la Fondovalle Sangro (270 mila euro); recupero Centro Storico zona Coste e aree limitrofe alla Chiesa di S. Giacomo (155 mila euro). Per il 2009: realizzazione capannone nelle aree per insediamenti produttivi (954.138 euro). L'importo totale delle opere da realizzare nei tre anni è di 3 milioni 355 mila euro

 

4. “Lu munumente”

Il 4 novembre, in Italia è festa delle Forze armate. La commemorazione si è svolta in pineta, come sempre, come ormai è tradizione consolidata, ai piedi del Monumento. Un folto gruppo di personalità del paese ed un corteo di alunni delle scuole elementari e medie hanno portato una corona di alloro sotto la stele che ricorda i caduti di tutte le guerre, finalmente restaurata.

 Infatti i lavori di consolidamento e ristrutturazione del Monumento che si erge nel punto più alto della collina che accoglie la Pineta comunale, iniziati a settembre sono ormai conclusi. Erano anni che non si interveniva per ristrutturare “Za Filumene”, come i torricellani amano chiamare la statua dell’angelo che scrive i nomi su un registro. E’ l’immagine di Torricella, come il colosseo è per Roma, è l’orgoglio dei torricellani e oramai meritava un forte intervento di ristrutturazione. L’ammontare dell’appalto è stato di circa 45.000 euro, sono stati eseguiti dall’impresa Edil Cecchini di Roccascalegna, e sono consistiti in un consolidamento della fondazione, perché dava segni di cedimento nella zona anteriore destra, nel restauro del rivestimento di lastre di marmo e quindi nella pulizia dei marmi e delle scritte. Qui di seguito vi sono delle immagini di prima e dopo la cura e si nota come ora il Monumento si integra con i lavori di restauro delle scalinate.

Brief News gathered in Torricella on 12th November 2006.

 1. They are getting ready there for elections[1]

 It may seem a long time off until the Spring but it is almost here, just 4 months away. For “Political Torricellans” this is the major discussion point. The date has not yet been set, but certainly between April and June there will be National electoral returns and to these will be added those for Town Hall administrations where there is no Mayor.

 People are talking, discussing, telling stories and beginning to count the votes, as to how the various families of “large electors” are getting ready. In front of the Bars, especially in front of the Penna Nera or the Ficca’s Tobacconists, small groups of people are continually forming and the chief subject for discussion is the elections. You can recognise them at once. If certain people are there then they are definitely talking about politics and you can even tell whether they are of the right or the left.

 Now the news is that in the Centre Right (is it correct to call it this? Many are from the Margherita[2] Party which in Italy is of the Centre Left) they have decided that the Mayor will no longer be chosen by just a few close friends, political leaders, but no less than by a choice made in a “Primary” election. Yes, just like in America and as is the custom also now being used in Italy. Probably in January, those Torricellans who want to, will be asked to choose who should be the candidate for Mayor from a list that some, a little more progressive than others, would call “Civic and Liberal” but to whom the usual labels of Right and Left are given.

The promoters of this list are meeting weekly, on Friday afternoons at the “Albergo Capè” in order to prepare together the new programme for choosing the best of the candidates. For the moment, they are looking at three names, to which they will probably add a fourth, that are very well known in the village, which for now supports the list. The three candidates who for now seem secure are: the departing Mayor, Graziano Zacchigna (AN[3] - Forza Italia[4]?), Antonio Di Renzo, head of the list of the third list in [previous elections, when he collected over 200 votes and caused the defeat of the Centre Left, of the Margherita Party, and finally Mario Ficca, from Forza Italia. Supporting this list and actively participating at these meetings are Nicola Ficca ex Democristiano Mayor, currently in the UDC[5], Mario Martinelli ex PCI Mayor of Torricella between the 80’s and 90’s, and Nicola Di Marino of the Margherita.

 The Centre Left (is it correct to call it this? Some belong to the UDC which in Parliament belong to the Liberty Pole whilst others are members of the AN) is no less active. They too are holding meetings, but on Sundays, and they are discussing their programme and choosing their candidate for Mayor. Here the choice for Mayor is already taking shape well, although it cannot be excluded that somehow this could be put to the citizens beforehand. The candidate will be chosen from Tiziano Teti of the DS, director of the “La Guardata” Agricultural Firm, who in the previous elections had the greatest number of votes, Piero Ottobrini of the DS who was a candidate for Mayor in past elections and probably also Giuseppe Di Marino of the DS. Supporting this list are Davide Piccoli, of the Margherita Party, ex Democristiano Mayor of two administrations in the 90’s, and Pietro D’Ippolito of the Rifondazione Comunista – The Communist Refoundation Party. There is still doubt about support for putting the external candidate Elio Porreca on the list, he is from the UDC, ex Deputy Mayor who resigned from the previous administration.

 For now, however, everything is in motion and dramatic gestures cannot be excluded, such as the formation of a third list, like in past elections, which proved to tip the balance. We shall see.

 

2. Further recognition for Mario Fantini  

On November 12th in Liguria, at Cairo Montenotte in the province of Savona, the Alpinists Group from the Province of Savona organised a section meeting and hosted the 31st National Prize for “Alpinist of the Year 2005”.

 You won’t believe it but the very first prize went to one of our villagers, our Town Guard, Mario Fantini.

 A delegation led by Marziale D’Ulisse and Gabriele Piccone and including the prizewinner Mario Fantini, left on 10th November for the Ligurian village where on the 12th November at midday in the presence of high authorities, Alpine choirs and military fanfares, they went up onto the stage carrying the banner of the Torricellan Alpinists to receive his high award.

 But what has our dear Mario done that is so important? 

Already in April, at Riva del Garda, the SULPM[6], the union of Vigili Urbani (Town Policemen),  conferred high recognition on him for the following reason: “He is a man who went far beyond the call of duty risking his own life whilst being a fine example of humanity and solidarity”. Then in October, the Prefect of Chieti awarded him the Bronze Civil Medal of Valour.

 Here are the facts:

On 24th June 2005, Mario Fantini found himself facing a large fire in a house in the countryside. He saw that there was a still an old lady inside and oblivious of the danger he went into the flames, picked up the old lady whose clothes were ablaze, and carried her to safety. Sadly, this act of heroism, such as is seen only in films, was of little use because her burns were so widespread and serious. In fact, soon after being admitted to hospital the lady died.

3. In the Newspaper “IL Tempo” of 9th November 2006, in the regional pages for Abruzzo, the following article was published, signed by Antonello Masciantonio

TORRICELLA PELIGNA – The Prefectural Commissioner Mr. Addante has approved the three-year programme of the OO.PP.[7]  for 2007, 2008 and 2009, which was proposed by the head of the Technical Office, the surveyor, Angelucci. For 2007 it is planned: to construct a multipurpose building in Largo del Mercato, with finance of 427,221 Euros with support of private capital; environmental upgrading of the Pinewood (155,000 Euros); restoration of the historic centre (180,000 Euros); development of the John Fante “mediateque” (155,000 Euros);  hydro-geologic consolidation and repair (168,708 Euros); solar energy panels (155,000 Euros).

For 2008: development of a multifunctional information centre and visitor centre (438,471 Euros); adjustments to the communal road linking with the Sangro Valley (Fondovalle Sangro) (270,000 Euros); repairs in the Historic Centre of the Coste and the area around the Church of San Giacomo (155,000 Euros).

Fir 2009: development of waraehouses in the area for productive installations (954,138 Euros).

The total amount for the works to be carried out in these three years is 3,355,000 Euros.

  

4. The Monuments

 On November 4th, Italy celebrates the Armed Forces. Our celebration took place as usual in the Pinewood, according to a solid tradition, at the foot of the Monument. A large group of village personages and a procession of elementary and middle school pupils brought a laurel wreath under the memorial stone, restored at last, to remember those who died in all the wars. In fact, the restoration and consolidation works to the Monument that is at the summit of the hill in the Pinewood, were begun in September and are now more or less completed. For years, no repairs were done to “Za Filumene”, as Torricellans love to call the statue of the angel that writes the names in a register. This is the image of Torricella, just as the Colosseum is for Rome, it is the clock of Torricellans and was truly worthy of much restructuring. The bill for the contract was about 45,000 Euros, the work was carried out by the firm Edil Cecchini of Roccascalegna, and it consisted of strengthening the foundations, because there was subsidence of the front right zone, restoration of the panels of facing marble, and then cleaning of the marble with the writing on it. Here are some photos both before and after the works and now it can be seen how the Monument forms an integral part of the restoration work carried out on the stairs.

Here are the new pavements and the roundabout in the centre of the crossroad.

Now the only thing lacking is for the trees to be planted.
