Manifesto: “La giunta dei Balocchi “

Il 23 dicembre, all’inizio delle festività natalizie, è stato affisso nella bacheca posta sul Corso, un manifesto a firma della minoranza del consiglio comunale. Interessante. E’ il sale della democrazia: L’opposizione che elenca i punti in cui la maggioranza ha sbagliato e… ne chiede conto. Nel manifesto, che termina con gli auguri di buone feste a tutta la popolazione, si elencano infatti alcune “magagne” come assunzioni clientelari, sprechi di denaro pubblico e mancati esborsi di tasse. E’ stato per alcuni giorni l’argomento di discussione nel paese. A queste accuse i consiglieri della maggioranza hanno deciso di non rispondere con un altro manifesto, dicendo che sono solo montature, che non meritano risposte, che sono facilmente smontabili, che non c’è niente di cui nascondersi.

Penso che da parte nostra non sia il caso di entrare negli argomenti specifici, si rischia di essere di parte. Mentre se vogliono, sia l’opposizione che la maggioranza, per spiegare le loro ragioni possono utilizzare le pagine del forum. Ne saremo tutti molto interessati.

Il titolo del manifesto è “la giunta dei balocchi”. Con questa frase si è voluto ironicamente screditare le varie iniziative fatte dall’attuale amministrazione. In sostanza, secondo i consiglieri di minoranza, la giunta non fa altro che organizzare feste invece di “pensare” a problemi seri.

I Presepi e Babbo Natale

Fra le varie iniziative natalizie, se ne sono distinte che meritano una menzione particolare: quella della mostra dei presepi e quella dei doni del Babbo Natale ai bambini di Torricella.

Organizzati dalla Cooperativa Futura, quella che coordina i servizi comunali di assistenza ai giovani ed agli anziani, alcuni gruppi di ragazzi, di bambini ma anche signore di una certa età, hanno allestito, in una sala messa a disposizione dal sig. Pietro Di Luzio, una bellissima mostra di presepi. Ne sono stati allestiti venti, tutti diversi, tutti molto belli, da piccolissimi e suggestivi a grandi e complessi e di una creatività da far invidia a quelli di scuola napoletana. Volutamente non si sono messi i nomi degli autori per non fare il solito concorso a premi. Solo il gusto di creare ed i esporre al pubblico. Ed il pubblico ha risposta alla grande. Sul libro degli ospiti, solo nel giorno della vigilia, e faceva un tempaccio umido e freddo che impediva a chiunque di uscire a farsi una passeggiata, vi erano un centinaio di firme di visitatori. Ho scattato alcune foto che rendono l’idea della creatività degli autori a cui vanno tutti i nostri complimenti.

Il 24 dicembre nella sala parrocchiale, è passato Babbo Natale. Ha portato i doni a tutti i bambini, a quelli della scuola materna a cui ha regalato un gioco "intelligente", a quelli delle elementari e medie a cui ha regalato un libro di racconti. di quelli classici per ragazzi.

Una lodevole iniziativa e la risposta è stata entusiastica sia da parte dei genitori che degli oltre 120 bambini, ognuno con il suo pacco e il suo dolcetto .

La chiesa di San Giacomo Apostolo

E’ ancora lì, ferma, immobile, in attesa che qualcuno inizi le dovute cure.

Parliamo della Chiesa di San Giacomo Apostolo, ormai chiusa da più di tre anni. Fu chiusa perché era crollato una parte del tetto. Fu sistemato ma ci si accorse che anche altre parti del tetto dovevano essere aggiustati, così come stavano venendo fuori lesioni sulle arcate, distacchi, infiltrazioni di umidità e la facciata che si stava distaccando dal muro interno. Insomma una complicazione dopo l’altra. Senza fine. Con il rammarico che tutti i lavori di consolidamento fatti nell’88 e poi protratti sino al 92 non sono serviti a niente ( oppure sono stati fatti male, si pensi solo che le catene messe per trattenere i movimenti dei muri non hanno le piastre e i dadi di serraggio, sono li, messe per non so quale motivo, senza assolvere a nessun compito). Si è così dovuto progettare un nuovo intervento, considerando tutto, sia il tetto che le arcate, che la facciata. Un progetto da 330.000 €, redatto dall’Architetto Enzo D’Ambrosio di Pennadomo, dall’Ingegner Mario Piccirelli di Torricella, che ha calcolato le strutture e dal Geom. Davide Piccoli che farà da coordinatore di tutti i lavori.

Ma dove si vanno a prendere tutti questi soldi?

Don Peppino, il parroco di Torricella, aveva annunciato quest’estate la promessa fatta dal Vescovo di Chieti Mons. Forte di devolvere parte dell’8 per mille di quest’anno per fare le opere di consolidamento opportune per far riaprire la chiesa. L’importo stanziato sarebbe stato pari a circa il 50% di tutta la spesa. E sarebbe stato devoluto durante l’esecuzione dei lavori, non prima, con il metodo a rimborso fatture.

E l’altro 50%, gli altri circa 160-170 mila €?

Ci riferisce Don Peppino che vi era stata una promessa concreta dall’ assessore ai Lavori Pubblici della Regione Abruzzo Domenico Srour, e ribadito durante l’ultima campagna elettorale all’attuale amministrazione.

Nel mese di novembre l’assessore è tornato a Torricella e si è incontrato con il sindaco e la giunta. All’incontro ha partecipato anche Don Peppino. In quella sede l’assessore regionale ha assicurato il parroco che nel mese di febbraio-marzo darà sicuramente la buona notizia del finanziamento. Speriamo che sia vero.

Ora stiamo in empasse, se non arrivano i soldi dalla regione o almeno se non c’è la delibera di spesa non possono ricominciare i lavori e se non ci sono le prime fatture di spesa i soldi della Curia non possono essere elargiti. Purtroppo la prassi è questa.

Quando poi saranno iniziati i lavori è intenzione del parroco organizzare un comitato “Pro San Giacomo” che dovrà occuparsi di reperire altri soldi in quanto il progetto attuale prevede solo il consolidamento delle strutture ma non le tinteggiature e la sistemazione degli arredi. Per cui tutti insieme saremo chiamati quanto prima a dare una mano per far riaprire la Chiesa. E sicuramente nessuno si tirerà indietro.

Circolo di Alleanza Nazionale apre a Torricella

Il 3 Dicembre 2007 è stato ufficialmente inaugurato il Circolo di Alleanza Nazionale "Caduti di Nassirya" a Torricella Peligna. Alla cerimonia, svoltasi alle ore 19.00 hanno partecipato il segretario regionale (nonché consigliere regionale) dott. Fabrizio Di Stefano e il coordinatore provinciale (ex presidente della Provincia di Chieti) Mauro Febbo insieme a rappresentanti e simpatizzanti dei paesi limitrofi. L'iniziativa è partita quest'estate da un gruppo di giovani e ha trovato la concretezza con l'apertura della sede in Corso Umberto I, 84, di fianco al Tabaccaio Ficca Cristina. Ad oggi si contano circa 35 iscritti di tutte le età.

Secondo Dott. Pietro Di Cino:
Il circolo nasce per dare un volto nuovo alla politica nei piccoli paesi, fatta di idee, proposte e incentivi che vengano incontro ai bisogni di tutti. Questa nuova realtà vuole porsi rispetto alla popolazione come un punto di riferimento dove esprimere i problemi quotidiani da portare all'attenzione dell'amministrazione, dove discutere ed approfondire argomenti politici a tutti i livelli (dal Mondo alla singola casa) e dove informarsi sulle iniziative intraprese. L'idea è di essere dei guardiani dell'operato degli amministratori: vigili consiglieri che rispondono con pacatezza e spirito collaborativo agli spunti che, sindaco e consiglieri vorranno darci. Non vuole essere un urlatore fine a se stesso: il circolo cercherà di esprimere, sempre con compostezza e garbo politico, proposte capaci di venire incontro ai bisogni emergenti e sommersi della popolazione.
Con queste premesse il circolo si augura di essere ben accolto da tutti i cittadini che vedono nella politica qualcosa di costruttivo per il bene comune.

Poster: "The Playtime Committee"

On December 23^rd, at the beginning of the Christmas festivities, the Minority Parties of the Town Council put up a poster in the bulletin board situated on the Corso. Interesting. It is the wisdom of the Democrats: The opposition which lists the points in which the majority has erred, and …. it asks them to be accountable for them.

In the poster, which ends with good wishes for the holidays to all the people, they give a list of certain “magagne” “bad actions” such as the taking on [patronage] of clients, waste of public money, and lack of disbursements of taxes. For several days, it was the topic of conversation in the village. The Councilors of the Majority decided not to respond to these accusations with another poster, saying that it was only journalistic exaggeration, not worthy of a response, easily disproved, and that there was nothing from which to hide.

I think that it is not for us to enter into any specific arguments, because one risks taking sides. Whilst if they so wish, both the Opposition and the Majority can use the pages of the forum to explain their reasoning. We should all be interested in hearing about them.

The title of the poster is “la giunta dei balocchi” “The Playtime Committee”. With this phrase, they wish ironically to discredit the various projects undertaken by the present Administration. In substance, according to the Councillors of the Minority, the Committee does nothing but organise holidays, instead of “thinking about” serious problems.

The Nativity Scenes “I Presepi” and Father Christmas

Amongst the various Christmas projects, there are two that merit an especial mention: the display of Nativity Scenes and the gifts from Father Christmas to the children of Torricella.

Organised by the “Cooperativa Futura” the Future Co-operative, which co-ordinates Town Hall assistance services for the young and the elderly, several groups of youths, children and ladies of a certain age, set up a most beautiful display of Nativity Scenes, in a hall that Sig. Pietro Di Luzio had made available. Twenty were made, each one different from the other, all very beautiful, from the very small and striking, to very large and creative ones that would be the envy of those made by the Neapolitan School. Names of the creators were deliberately withheld to prevent the usual race for the prizes. The public responded in a force. During the Day of Christmas Eve, when the weather was horrible, damp and cold, making a trip outdoors most unwelcome, at least a hundred signatures in the Visitors’ Book. I took some photos which give the idea of the creativity of the authors, to whom we send our complements.

On 24^th December, Father Christmas went to the Parish Hall. He brought gifts for all the children; he gave an “intelligent” game to those of the Infant School and a storybook to those of the Middle School and the Classical Senior School, a collection of Classical Children’s Stories.

A praiseworthy venture and people responded most enthusiastically both by the parents and by the more than 120 children, each with his parcel and some sweets/cake.

The Church of San Giacomo Apostolo

It is still there, closed, unmovable (we hope), waiting for someone to start taking care of it.

We are talking about the Church of San Giacomo Apostolo that has been closed for more than three years. It had to be closed because a part of the roof had collapsed. This was mended, but then they realised that other parts of the roof were also in need of repair and also other lesions were beginning to become apparent, the arches, detachments, infiltrations due to damp, and the façade was splitting off from the internal wall. Basically, there was one complication after another. Without end. Regretfully, all the consolidation works carried out between 1988 and 1992 served for nothing (or else they had been badly done; for example the chains placed so as to hold back movements of the walls did not have the necessary plates and tightening bolts, they are just there, put there for who knows what reason, without having any function). Thus, they had to plan intervention anew, taking everything into account, the roof, the arches and the façade. This project, drafted by Architect Enzo D’Ambrosio from Pennadomo, and by Engineer Mario Piccirelli from Torricella, who calculated the structures, will be co-ordinated by Surveyor Davide Piccoli, and will cost 330,000 Euros.

But where can we go to get all this money?

Don Peppino, the Parish Priest of Torricella, announced this summer a promise given by The Bishop of Chieti, Monsignor Forte, to distribute a part of this year’s 8-per-thousand[1] to carry out the work of consolidation necessary for re-opening the Church. The amount allocated would be equal to about one half of all the expenses. And it would be distributes whilst the work is being carried out, not before, by the method of repayment of invoices.

And the other half, the other about 160,000 – 170,000 Euros?

Don Peppino tells us that a firm promise was given by the Assessor for Public Works for the Region of Abruzzo, Domenico Srour, which was confirmed again during the latest electoral campaign of the present Administration.

In November, the Assessor returned to Torricella and met with the Mayor and the Council. Don Peppino also attended this meeting. At that meeting, the Regional Assessor assured the Parish Priest that in the months of February – March he will certainly give good news about the finances. Let us hope this is true.

Now we have reached an impasse, if the money from the Region does not arrive or if there is not at least a resolution about this expense, the works cannot begin - and if the first invoices are not produced, the money from the Bishop’s See cannot be dispensed. Unfortunately, this is the practice. Then when the work has begun, the Parish Priest intends to set up a Committee “Pro San Giacomo” which will organise the finding of further funds, since the present plan will only take care of consolidating the structure, but not painting it or completing the furnishings and fittings. Thus, sooner or later, we shall all be called upon to give a helping hand towards reopening the Church. Certainly, no-one will hold back.

Chapter of the National Alliance Political Party Opens in Torricella

On 3rd December 2007 a chapter of the National Alliance political party, Alleanza Nazionale “Caduti di Nassiriya” (chapter named in honour of the Italians that perished in the 2003 Nasiriyah bombing), officially opened in Torricella Peligna. The ceremony took place at 7pm and taking part were the Regional Secretary (as well as the Regional Councillor) Dr. Fabrizio Di Stefano and the Provincial Co-ordinator (ex-President of the Province of Chieti) Mauro Febbo, together with representatives and sympathisers of surrounding villages. The idea was started out by a group of young men this past summer and materialised with the opening of the headquarters in Corso Umberto I, 84, next to the Tobacconist Ficca Cristina. So far there are about 35 enrolled members spanning all ages.

According to Doctor Pietro Di Cino:
This chapter was started up to give a new face to politics in the small villages, made up of ideas, proposals and incentives that will meet the needs of everyone. This new reality wants to put itself up to the populace as a point of reference where one can express daily problems to be carried to the attention of the administration and where one can get information about initiatives undertaken. The idea is to be the guardians of the works of the administrators: police councillors who reply calmly and with a spirit of collaboration to the ideas which the Mayor and the Councillors will give us. It does not want to be a shouter as an end in itself: the chapter will try to express, always with composure and political politeness, proposals capable of meeting the needs arising and submerged, of the populace.
With these preliminary remarks, the chapter hopes it will be well received by all the citizens who see in politics something constructive for the common good.
